By area, 2021–2025: 4.6 households formed per home completed in the province of Valencia, 4.2 in the Valencian Community and 2.6 in Spain

New households from 1 January 2021 to 1 January 2026 (INE, Estadística Continua de Población) divided by homes completed from 2021 to 2025 (Ministerio de Vivienda y Agenda Urbana), the same calculation for each area

Three hatched bars, all three with provisional data, on a vertical axis that starts at zero. Households formed per home completed, 2021 to 2025: province of Valencia 4.6 (87,584 households, 18,860 homes), Valencian Community 4.2 (193,394 households, 46,454 homes), Spain 2.6 (1,222,836 households, 468,223 homes).

The same calculation as the title of this section, with the same series, for each area. The household figures are provisional (INE), and so are the 2025 figures for homes.

Question
In the province of Valencia, how many new households are formed each year, against how many homes are completed and started? And over 2021 to 2025, how many households were formed per home completed in the province, the Valencian Community and Spain?
Hypothesis, written before the data were downloaded
From the first year the series have in common, new households outnumber homes completed.
Result
Holds for 2021 to 2025, the only years with household data for the province. Over those years, 4.6 households were formed per home completed in the province; with the same calculation, 4.2 in the Valencian Community and 2.6 in Spain.

Transformations
  • New households in year t = households on 1 January of year t+1 minus households on 1 January of year t (INE, Estadística Continua de Población, ECP).
  • Homes completed = private homes completed (estimated by the Ministerio de Vivienda y Agenda Urbana) + final certificates of protected housing (calificaciones definitivas).
  • Homes started = private homes started + provisional certificates of protected housing (calificaciones provisionales).
  • 2026 to 2040: INE, Proyección de Hogares 2026-2041, the single scenario INE publishes for households.
  • Households formed per home completed = new households 2021 to 2025 (87,584) divided by homes completed in the same years (18,860).
  • Valencian Community and Spain (second chart of this section): the same calculation with the same series and the same definitions. Households: ECP series ECP355584 for the Valencian Community and ECP355533 for Spain (ECP355678 for the province). Homes completed: the rows for the Comunitat Valenciana and for the national total in the same two Ministry tables as the province.
Limitations
  • The difference between new households and homes completed is not a count of households without a home. Those households exist and live somewhere.
  • From the end of 2020 to the end of 2025, the Ministry's estimate of the housing stock in the province shows non-principal homes (second homes, empty homes, others) down by 77,083 and principal homes up by 96,764; the whole stock grew by 19,681. Most new households were housed in dwellings that already existed.
  • Household formation is slowing: 18,973 new households in 2022, 14,580 in 2025. INE projects 5,855 in 2040 (15,460 in 2026).
  • Observed household data for the province start in 2021. The earlier survey (Continuous Household Survey, 2013 to 2020) covers regions only and uses a different method, so the two are not joined.
  • The Ministry publishes the private-home figures as estimates.
  • Homes started is the series of the Ministerio de Vivienda y Agenda Urbana. It is not the series of visados de dirección de obra (the sign-off of a building project by the professional college), which the Ministerio de Transportes publishes on transportes.gob.es; that site could not be downloaded from.
  • The figures for the Valencian Community and Spain have the same limits as those for the province: the household data are provisional and the private-home figures are estimates. The figures on the housing stock above are for the province only.

Transformations
  • Cities: the six most populous municipalities in Spain. The figure for Spain comes from the provincial series of the same ministry.
  • Repeated identical rows in the provincial file are removed.
  • The CSV in the repository also has the values in constant euros of 2026 Q2 (national CPI, INE, Índice de Precios de Consumo); the chart draws current euros.
  • INE, Índice de Precios de Vivienda (IPV): published with 2025 = 100, rescaled here to the 2015 average = 100; real = index divided by the regional CPI.
Limitations
  • The appraised value is that of the appraisals made in the quarter, mostly for mortgages. It depends on which homes are appraised, and it is neither an asking price nor a sale price.
  • From 2015 Q1 to 2026 Q2: Valencia +157.4%, Málaga +160.6%, Madrid +124.7%, Barcelona +91.9%, Zaragoza +75.0%, Seville +68.9%, Spain +61.5%.
  • From 2005 Q1 to 2026 Q2 in constant euros: Valencia +12.6%, Málaga +16.5%, Madrid +1.4%, Barcelona −3.3%, Seville −6.3%, Zaragoza −31.6%, Spain −12.6%.
  • The INE house price index (IPV) exists for the Valencian Community, not for the city. From the 2015 average to 2026 Q2: +87.0%, and +43.0% after inflation. After inflation it is still 8.8% below its first value, 2007 Q1.
  • From the 2015 average to 2026 Q2, the INE house price index for Spain rose more than the Valencian Community's: +99.9% against +87.0%.
  • The last quarter is provisional.

Question
After inflation, what is the average appraised value per m² of private-market homes in Spain, the Valencian Community, the province of Valencia and the city of Valencia, in every quarter of the full series?
Hypothesis, written before the data were downloaded
None. The series had already been downloaded and looked at in an internal check before this chart was planned, so a hypothesis written now would be written knowing the result. The question, the series and the full period were fixed on 2026-10-06, before the chart was drawn.
Result
In constant euros of 2026 Q2 per m², last quarter, series maximum with its quarter and series average: Spain €2,355, €3,038 (2007 Q1), €2,088; Valencian Community €1,935, €2,441 (2007 Q1), €1,626; province of Valencia €1,980, €2,350 (2008 Q1), €1,560; city of Valencia €2,973, €3,560 (2008 Q1), €2,201, with its series starting in 2005 Q1.

Transformations
  • Real value = value of the quarter × CPI of 2026 Q2 / CPI of the quarter. National general consumer price index of the INE (Índice de Precios de Consumo), average of the three months of each quarter, the same for the four areas.
  • The INE's CPI index starts in January 2002. From 1995 to 2001 it is carried back with the annual change the INE publishes, which has one decimal. A test checks that the linked index gives the published annual change from 2003 onwards, to within that rounding.
  • Spain, the Valencian Community and the province come from the provincial file of the appraised value (VDP006_01), with its repeated identical rows removed; the city from the municipal table of the Boletín estadístico online, which starts in 2005 Q1.
  • Series maximum and average: computed on the quarterly values in constant euros, over the full series of each area.
Limitations
  • The appraised value is that of the appraisals made in the quarter, mostly for mortgages. It depends on which homes are appraised, and it is neither an asking price nor a sale price.
  • Constant euros depend on the deflator. The national CPI measures the prices of all consumer goods and services, not those of housing, and it is the same for the four areas.
  • Before 2002 the CPI is carried back with an annual change published with one decimal, so the real values from 1995 to 2001 carry a small rounding error.
  • The maximum and the average depend on where each series starts, in 1995 Q1, or in 2005 Q1 for the city. They describe the past series; they do not say where the values will go.
  • The last quarter is provisional.

Question
How many mortgages on homes are registered each year in the province of Valencia from 2003 to 2025, and how many in Spain?
Hypothesis, written before the data were downloaded
None. The series had already been downloaded and looked at in an internal check before this chart was planned, so a hypothesis written now would be written knowing the result. The question, the series and the full period were fixed on 2026-10-06, before the chart was drawn.
Result
Province of Valencia: 64,885 in 2003, series maximum 88,829 in 2006, series minimum 9,061 in 2013, 29,015 in 2025. Spain: 989,439 in 2003, series maximum 1,342,171 in 2006, series minimum 199,703 in 2013, 498,429 in 2025.

Transformations
  • Number per year = sum of the twelve monthly figures the INE publishes for mortgages constituted on homes. Only years with all twelve months: 2026 has January to July and is not drawn.
  • Spain is drawn in a second panel with its own axis, also from zero, and not on the same axis as the province, where its figures would flatten the province's bars. Not as an index either: an index needs a base year, and the chart would then read as the distance to that year.
Limitations
  • These are mortgages registered in the property registers during the year, not mortgages granted or signed during the year.
  • The number says nothing about the amount lent, the share of the price financed or who obtained the loan.
  • The panels have different scales: the height of a bar can be compared within a panel, not from one panel to the other.
  • The INE marks every month from 2003 to 2025 as final.

INE projection, 2026 to 2041: households +13.6% in the province of Valencia, +16.0% in the Valencian Community and +11.1% in Spain

Change in projected households from 1 January 2026 to 1 January 2041, province of Valencia, Valencian Community and Spain (INE, Proyección de Hogares, single scenario)

Three bars with a dashed outline, all three INE projections, on a vertical axis that starts at zero. Change in households from 2026 to 2041: province of Valencia +13.6% (1,117,500 to 1,269,569), Valencian Community +16.0% (2,215,478 to 2,569,459), Spain +11.1% (19,759,349 to 21,943,397).

A projection applies recent demographic trends forward; it is not a forecast.

Question
According to the INE projection, how much does the number of households grow from 2026 to 2041 in the Valencian Community, against Spain?
Hypothesis, written before the data were downloaded
Valencian Community +16.0%, Spain +11.1% (figures given in the brief before the data were downloaded), to be checked against INE.
Result
INE gives the same figures: +16.0% for the Valencian Community and +11.1% for Spain. For the province of Valencia: +13.6%.

Transformations
  • Change for each area: households on 1 January 2041 divided by households on 1 January 2026, minus 1, as a percentage with one decimal.
Limitations
  • A projection applies recent demographic trends forward; it is not a forecast.
  • INE publishes a single scenario for households.
  • The number of new households INE projects each year for the province of Valencia falls from 15,460 in 2026 to 5,855 in 2040.

Question
In each district of the city of Valencia, what share of homes are tourist dwellings?
Hypothesis, written before the data were downloaded
None for districts. The question was first written for neighborhoods, which INE does not publish; the district figures were not estimated in advance.
Result
In May 2026, from 0.20% of homes (Pobles del Nord) to 4.59% (Ciutat Vella), depending on the district, and 1.30% in the city as a whole, the same figure INE publishes for the municipality (1.30%).

Transformations
  • Share of each district = tourist dwellings in the district in May 2026 (INE, experimental statistics, table 5, which gives counts and no percentages) divided by all homes in the census sections of the district on 1 January 2021 (INE, 2021 Census, indicator t18_1), times 100, with two decimals.
  • City as a whole = tourist dwellings in the 19 districts divided by their homes in the 2021 Census: 1.30%. INE publishes 1.30% for the municipality in May 2026, so its denominator is the same.
  • All 19 districts are shown, from highest to lowest share, as drawn; equal shares are ordered by district code. The district names are those of the Ajuntament de València; the codes come from INE.
Limitations
  • INE experimental statistics: INE counts the listings on three platforms (Airbnb, Booking and Vrbo) and removes duplicates with a method it labels experimental. Other sources, such as the regional register of tourist dwellings, count something else and give other figures.
  • The numerator is from May 2026 and the denominator from the 2021 Census: homes built, demolished or merged since then are not in the denominator, so each percentage is approximate.
  • INE does not publish these data by neighborhood (barrio). Each district groups several neighborhoods, and a neighborhood can be above or below its district.
  • One edition only (May 2026): the chart shows no change over time.
  • The districts differ in size; the number of homes and of tourist dwellings in each is in the table and the CSV.

Method

Who publishes this

This analysis is published by Revivo Development, a property developer that builds and sells homes in Valencia. That is a conflict of interest. For that reason every figure here comes with its source, its period and its data, and every chart has a method sheet with its limitations.

Revivo has 5 projects, all in the city of Valencia, with 2 to 21 homes per building.

How the data are collected

A script downloads each series from the Instituto Nacional de Estadística (INE, the Spanish statistics institute) and from the Ministerio de Vivienda y Agenda Urbana (the Spanish housing ministry), keeps the original file with its SHA-256 checksum and download date, cleans it and computes the figures on this page. Every chart, figure and table here is generated from those files; no number is typed in by hand. The questions and hypotheses were written down before any data were downloaded, and the periods were not changed afterwards. The two charts on the real appraised value and on mortgages are the exception: their series had already been downloaded for an internal check, so they have no hypothesis, and their questions and periods were written down before they were drawn.

Update

Updated:

The month is that of the last download. Each series is listed with its download date in its method sheet and under References.

Changes

  • First version. Published: households formed against homes completed in the province of Valencia, with households per home completed in the Valencian Community and Spain, the appraised value per m² in the six largest cities and Spain, the INE household projection for the province of Valencia, the Valencian Community and Spain, tourist dwellings by district of the city of Valencia (INE experimental statistics), the appraised value per m² in constant euros in Spain, the Valencian Community, the province and the city of Valencia, and home mortgages registered per year in the province of Valencia and Spain. Not published: a scenario for 2026 to 2040, because it is an assumption and not data; future supply by building type, advertised supply and license times, for lack of a downloadable official source.

How they are checked

Automated tests compare the figures with the source series: that the new households of each year are the change in the INE household count, that the price index averages 100 in 2015, that the household projection matches the totals INE publishes, that the share of tourist dwellings computed for the city matches the one INE publishes, that the consumer price index carried back before 2002 gives the annual change INE publishes, and that every chart file names its source, units and download date. The chart script stops if a figure on this page does not match its CSV.

What is not measured

  • Visados de dirección de obra (the sign-off of a building project by the professional college) by type of building, and municipal building licenses: the Ministerio de Transportes publishes them on transportes.gob.es, which could not be downloaded from.
  • The size of new developments: no downloadable source gives it for the province.
  • Advertised new-build supply: no published portal report with a citable series was found, and portals are not scraped.
  • How long the city takes to grant a building license: there is no official source.
  • House prices for the city or a neighborhood in the INE house price index, which is published by region only.
  • Who lives in newly built homes.

What cannot be concluded

  • These data do not predict prices, rents or the result of any investment.
  • The difference between new households and homes completed is not a count of households without a home.
  • A projection applies recent trends forward; it is not a forecast.
  • Figures for a region, a province or a district do not describe a neighborhood or a single building.
